Construction Products Regulation (CPR)

The revised CPR entered into force on 7 January 2025 and applies from 8 January 2026. It makes the declaration of performance and conformity digital and introduces a digital product passport for construction products, with harmonised technical specifications phased in per product family.

Manufacturers, importers and distributors of construction products sold in the EU, and the notified bodies that assess them. Public procurers get new sustainability criteria to apply.

Key obligations

  1. 01Issue the declaration of performance and conformity in digital form
  2. 02Provide a digital product passport once the product family's harmonised specification requires it
  3. 03Supply environmental performance data, starting with global warming potential
  4. 04Mark products with the CE marking and the new product identifier

What it means for your passport

Construction products are the first sector where the passport carries safety-relevant performance declarations, not only sustainability data. The passport must stay linked to the declaration of performance for the life of the building, which favours item or batch-level identifiers and long retention.

Coexistence with the old CPR

Products may follow either the old or the new regime while harmonised standards are updated family by family; the old regulation is fully repealed on 8 January 2039.
